News from the New Jersey Legislature

Senate Bill 3219, introduced in December 2018, is one worth watching!  Bill S3219 proposes the elimination of census-based funding of special education aid.  Under the current school funding law, the School Funding Reform Act of 2008 (SFRA), the Special Education Categorical Aid is calculated based on 2010 census data.   The current methodology assumes that a fixed percentage of the school district’s population receives special education services, rather than using actual numbers.  Bill S3219 would calculate Special Education Categorical Aid based on actual numbers rather than an assumed percentage of old census data.
