Little Silver Borough Public School District

The Little Silver Board of Education is seeking a superintendent to lead the school district as it continues its long tradition of excellence.  The successful candidate will possess excellent people skills, be student-centered, and can present a positive image of the district with the ability to “think outside the box.” The successful candidate will have the ability to lead a well-established  and involved community as they will work together to define and pursue a clear strategy for moving a high achieving district forward.  The District is seeking candidates who will possess the following:

A highly skilled leader with a vision for Little Silver Borough Public Schools, which includes a balanced vision of academics, assessments, rigor, extracurricular programs, equity, access, creativity, and joy. A person who is honest, ethical, collaborative, respectful, approachable, and compassionate. An accomplished communicator who is responsive, transparent  and is a  “good listener.” Someone who is able to work with our proactive and dedicated Parent/Foundation/Community Organizations that serves students and staff in numerous ways throughout the school year. The successful candidate will inspire trust, have high levels of self-confidence and optimism, and model high standards of integrity and personal performance. Possess the ability to walk the fine line of being good at making connections while being able to say “no” as well as understand the balance of “doing what is right versus doing what is popular.”  Demonstrates commitment to community visibility with high interest in a broad range of community groups and organizations.

A PreK-8 Line of Sight and Beyond. Understand the benefits/challenges of a small, high achieving school district as well as a small community. Leads with a clear focus on the district’s current initiatives and goals; assesses and evaluates programs and initiatives as an integral component of the process. Embraces and utilizes the latest research and innovation in the areas of curriculum, instruction and assessment. Understands the balance in learning and is committed to the Fine Arts and Practical Arts, Music.  Sees extra-curricular activities as an essential component of a well-rounded education and not elective.  Understands the need for instilling a joy of learning.  Responsive to the social/emotional needs of all students; maintains an emphasis on preparing every student to maximize his/her potential. Experienced in supporting an effective education for all learners  including the areas of Gifted and Talented, Special Education, Least Restrictive Environment and “Students in the Middle.”  

Culture and Climate:
The Superintendent will be able to promote a positive and professional environment for district employees and the Board. Recognize and celebrate the strengths of the district and be mindful of the areas in need of improvement, while embracing educational excellence and opportunity. Is able to build consensus and commitment among individuals and groups with emphasis on parental involvement. Is able to delegate authority appropriately while maintaining accountability. Has experience/aptitude for recruiting and maintaining exceptional staff for the district and schools. Establishes and maintains a mutually respectful and effective environment that fosters the attributes of engagement, caring and empathy.

Have a strong understanding of school finance, will maintain a course of sustainability, financial stability and fiscal accountability, and is adept at exploring additional ways to fund educational programs and preserve and enhance infrastructure. Be able to navigate and network with the local, state, and national political landscape to create partnerships aligned with the mission of the district. Recognizing the connections between and among planning, goal setting and budgets. Has previous experience that will benefit the long-term financial health of the district. Is a dynamic, energetic and approachable leader who develops strong connections with staff, parents, other educational institutions, governmental agencies and legislators to enhance services and build support for the district.

Communication Skills:
Listens and responds to input; establishes systems and expectations to ensure information is communicated precisely, consistently, expeditiously and with transparency; possesses excellent oral, written, social media and presentation skills. Is visible, accessible, and communicates regularly with the Little Silver Community by both sharing information and genuinely seeking input in a manner that enhances trust and respect while maintaining the role of the educational leader. A collaborator who seeks and values input/feedback. An innovator that sets high expectations, makes difficult decisions based on an educated perspective informed by consultation and collaboration, has excellent follow through, delegates appropriate authority, and holds others accountable while building a cohesive and effective team.

Dear Members of the Little Silver Community,


On January 15th, the Board of Education accepted the retirement of Superintendent Carolyn Kossack, effective June 30, 2020. Dr. Kossack served our District with distinction for 13 years, and we are so grateful for the lasting impact of her leadership. Highlights of her many contributions to Little Silver schools are the establishment of a full-day Kindergarten program, the implementation of a 1:1 technology initiative, and the development of an innovative District Data Team to examine, track, and continually improve student achievement. As a result of these efforts and her overall commitment to excellence, Little Silver consistently ranks among the highest achieving districts in the state, while maintaining one of the lowest per pupil costs.


Dr. Kossack has tirelessly addressed the primary obstacle facing our schools: the lack of adequate and equitable state funding. She has been a leader in the quest for funding reform, testifying before the state legislature in Trenton and organizing numerous advocacy efforts on the Peninsula and beyond. In May 2019, she was nominated by her peers and ultimately named Monmouth County Superintendent of the Year.


Above all else, Dr. Kossack has fostered an incredibly positive and inclusive learning environment, providing all of our students the opportunity to reach their full potential. Her leadership has allowed teachers to grow and develop their skills, resulting in robust programming and diverse learning experiences. Dr. Kossack navigated our district through significant changes in education for almost a decade and a half, and she will be sorely missed by her colleagues, students, and the Board of Education.


While we are saddened by Dr. Kossack’s departure, we are very optimistic about our District’s future. The Board of Education is committed to finding a candidate who will further the legacy of excellence Dr. Kossack has so firmly established, and lead us toward our future goals. To assist our effort, we have enlisted the services of the executive search firm, Strategic Educational Advantage (SEA), LLC. We firmly believe that all stakeholders should have the opportunity to participate in this process and have asked the search firm to solicit feedback from teachers, administrators, staff, and members of our community.


The district webpage delineated the process and timeline, a stakeholder forum schedule, and a survey.  The Little Silver Board of Education respectfully encourages participation beginning with the stakeholder survey.  The results of the survey will help frame the qualities desired for the next Superintendent.  The survey is curently live and will remain open until February 11, 2020.  Survey results and updates will be posted as the search proceeds. We greatly appreciate your participation and feedback, which will be invaluable as we begin this next chapter for Little Silver schools.

Process & Timeline


January 15, 2020

The Little Silver Board of Education, accepts the retirement (with regrets) of the Superintendent of Schools, Dr. Carolyn M. Kossack, effective June, 30, 2020. In anticipation of this announcement, the Little Silver Board of Education conducted several interviews with executive search firms and chose Strategic Educational Advantage (SEA) to assist the BOE with the search process.


January 15, 2020

Board work session: SEA consultants work with the BOE to develop search plan/recruitment process for next Little Silver Schools Superintendent.


January 21- February 11, 2020

Online survey: Community members will provide input on the strengths and qualities desired in the next Superintendent to help develop criteria for the search.


Stakeholder Public input: SEA will hold focus groups as well as public forums with stakeholders to gather public input on the strengths and qualities desired in the next Superintendent. This process leads to the  development of a “profile of the superintendent” which will inform the search process.


January 28, 2020

Open Community Forum at 7pm at the Markham School Cafetorium to provide SEA with input into the characteristics desired in the next Little Silver Superintendent of Schools.


Individual and group interviews will be conducted throughout the day.


February 20, 2020 @ 7pm

Board & screening committee work session: School board meets with SEA to review and provide feedback on a draft leadership profile report and desired characteristics for the superintendent candidates and review and edit/draft profile for publication. The Board of Education will use this information for submission for advertisement. SEA will recommend both social and print media outlets for national, regional, and state recruitment.

Candidate profile: Leadership Profile Report and Desired Characteristics are finalized.

Recommendations for advertisements for candidates will be finalized.


February 24, 2020

Formal advertisements will be published and consultants will start actively recruiting candidates that fit the profile developed with input from all stakeholders.


February 24 - March 17, 2020

Search firm interviews: Search firm screens applications, and interviews candidates.


March 18th, 2020 @ 4pm-7pm


SEA meets with the entire Little Silver Board of Education to select a slate of candidates to interview.


March 21 and 22, 2020

Little Silver Board of Education will conduct Semi-Final Rounds.


March 28 and 29, 2020

Board of Education will conduct Final Interview Rounds.


April 1-7, 2020

The Little Silver Board of Education will conduct follow up interviews/negotiations with the finalist(s).


TBD Special BOE meeting to appoint the new superintendent of schools.


Meet the New Superintendent Event - Date and time to be determined.


New superintendent will begin the position on/or about July 1st, 2020.
